M E S S A G E

Over the years, Odisha Vigilance has emerged as leading anti-corruption agency in our country. Having staff strength of more than 1000, it is amongst top the few states in terms of registration of cases under Prevention of Corruption Act. Though all the states of our country have some form of Vigilance set up, as far as anti-corruption training is concerned, all are mainly dependent on CBI Academy located far away at Ghaziabad. Therefore, State Vigilance Academy (SVA) was envisioned by Dr. Debasis Panigrahi,  Director, Vigilance Odisha to facilitate  training of Vigilance police personnel in our state itself. Due to his tireless efforts and wholehearted support of the Government of Odisha, the Academy has came into existence and Odisha Vigilance has earned the unique distinction of having its own State Vigilance Academy.  The Academy has made us self sufficient and largely reduced our dependence on other agencies .for training. The SVA is primarily focusing on training related to anti-corruption laws and relevant case laws. With a view to sharpen the IT skills of investigators, periodic courses are also organised to impart training on computers and Cyber Forensics. Emphasis is being given on practical aspect of investigation, particularly in respect of Trap and Disproportionate Assets cases.

As an effort towards achieving the goal of promoting preventive Vigilance,  training workshop of Chief Vigilance Officers (CVOs) of various Govt. Department and State Public Sector undertakings are being undertaken. Trainees are encouraged to actively participate during the training sessions. Their feedback is taken to improve the course content and delivery. Retired and serving officers and eminent speakers are invited as guest faculty in all the training courses to share their experiences from their field of expertise. It a matter of satisfaction that by December, 2019, seventeen   training courses were conducted imparting training to around 400 trainees.

This year also, the Academy had commenced the training in right earnest by conducting as many as six training courses by mid march 2020, when it was suddenly interrupted by  the Corona Virus out break. However  undeterred, we are now planning to resume the functioning of the Academy by conducting online training courses remotely through video Conferencing  facility already available  at the Academy.

In the mean time, the Academy has adopted a beautiful logo which depicts its motto and vision. It is a matter of pride that the Academy has been conferred with the prestigious ISO 9001: 2015 quality certification.

I hope, in coming years, the Academy will strive to achieve its goal of imparting quality training to all the stake holders and emerge as a role model for other anti-corruption agencies.
